That is a garbage headline.
There have been 45 other sitting US presidents before Biden.
They weren't sued, even though they all were involved in one genocide or another
Read the headline over and over again until you get what I mean.
Correct way to say it is “Biden is first sitting US presedent to be sued for genocide”
I think their correction is a grammatical one: they're saying "Biden makes history:" is separate, so the "1st sitting US president" part implies that the article is about the first US president ever.

Ignoring the first three words, It’s just a noun clause, which describes Biden. So the whole headline is just a run on sentence. Your brain tries to interpret it as a full sentence (as you should) but it’s incorrect.
Hey dumbass, headlines follow different style practices. The same conventions of grammar do not apply.
