We had to do the same thing with our last dog. The cone freaked him out too much. He would stand still afraid to move shaking in fear, and he never was able to adjust. Pants and even long sleeve shirts for the front legs were non issues for him.

I'll have to try this out if we need to, because our greyhound does the exact same thing when wearing a cone

Put the cone on yourself and you’ll know instantly why dogs hate it. :-)

We did the long sleeved thing four one of our collies and it worked great.
