I wonder if there's somewhere in the design department they did that because they don't want to model the actual neddles disappearing at first, and then everyone hated it so they had to model them later but the ammo counter stayed.

That's from reusing the Halo Infinite needler model, though why that one had the ammo counter is beyond me.
