I imagine they would have watered it down tremendously. I’m guessing it became “uuh robot cop cool good guy.” Am I right?
Either way, I won’t be looking for it.

You're right. It's Robocop but made for kids by way of GI Joe. They really toned down the situation surrounding Murphy, but OCP and the Detroit police are still openly corrupt.
Considering the plot of the film, it's probably the one that makes the most sense out of all the different cartoons based on R-rated movies they tried to push in the late 80s and early 90s.
I used to love the Toxic Crusader. I watched the movie years later and I'm still unable to fathom the drugs required to make the connection between Troma Films and Saturday Morning cartoons.
