I checked a few rich areas around me and they've got about the same amount. I think for many of them, it's to protect their riches rather than to preserve their privacy from the government. After all, they own both major parties so what is there to fear?

Now if only we really were hunting down and executing the rich - bet they'd be more eager to not get tracked. But... I won't hold out hope.
