Zuko's redemption arc works so well in part because most of his family are irredeemable villains, and so he needs to discover and develop moral compass on his own.
Also, because Zuko had a moral compass from the start. The reason he was exiled was because he talked out of turn, calling out that they should not just send their soldiers into a suicide charge.
