What does an instance's Guarantor mean?

Not that I hold issue with lemmy.world, I'm just wondering what it means in terms of hierarchy.
E.g. if lemmy.world goes bad and tries to take over the world, what power can they wield over feddit.uk?
Oh right, it's not a rule just a guideline of sorts -- good to know!
Sad that we can't fulfill all our trust-holes at once with multiple binding straps. Ah well
