Probably the same place as it is in the West regarding obscenity laws and in China regarding anything else in media that they 'ban'
The line is drawn wherever the person reviewing it decides to draw the line on any given day. In the US that means a judge, in China I think they have like a whole government office specifically for reviewing this kind of stuff? Either way it's subjective.
