Not possible. Even if you gave that order to the cops and they tried to follow it (big if), secret service and other agencies would bodily block them and put guns in their faces to prevent it while flashing diplomatic immunity until they relented (cops aren't gonna die for your politics). Importantly there would be an investigation into why this happened. Cops being not at all interested in doing this would happy give evidence that the Mayor abused his office to order this kind of political arrest hit. It would immediately blow up into a scandal, he'd be investigated and probably arrested by the FBI under some sort of charges that would actually stick as the law as written does prevent you using it for personal grudges to just harass people and powerful people can ensure in their case it isn't. And that would be the end of his time in office. Meanwhile nothing of substance would be achieved and the right would be driven even further into a frothing murderous rage and paranoia.
The only way that kind of thing works is if the police themselves instigate it or are happily part of it and it can all be done on verbal insinuations not written or radioed orders so the buck stops at the arresting officers and/or some lowly sergeant.
Not really legal at all. The closest you could get would be sanctions but cities lack the authority to issue them on their own soil against the rights of persons and private businesses. Closest he could actually try to do is BDS type stuff against investments using city money but that's functionally nothing when the federal government prints them all the money they need.
What he should do is use his platform for pro-Palestinian stuff. Official pronouncements recognizing the on-going genocide, the Nabka, etc. Putting up Palestinian flags where not barred from doing so, speeches condemning the entity and its genocide. Raising awareness and trying to stem any harassment of pro-Palestine organizers is about the best he can do.
People who are saying "Well, I'd arrest Netanyahu!" are doing electoral liberalism, ironically. The problem isn't Mamdani's insufficient personal discipline or political seriousness. It's that you cannot turn the office ofnthe mayor of NYC into a vehicle capable of arresting US-allied world leaders. The power of all electoral offices are tightly restrained to prevent based commie shit and stay within the limits of capitalist imperialism no matter how badly an individual in office might want to do otherwise.
