The rules apparently don't even strictly forbid hats and such. They just are generally not supposed to be worn.
Then I hope he comes in wearing his full costume and removes his bin only to be wearing a smaller more comfortable bin underneath.
Government in all our countries is a joke and maybe treating it as such right on the floor of the govt is the best way to get things changed for the betterment of all rather than the chosen few.
