I don't even understand how this is enforced, like is this just the government giving private companies permission to act this way? Or forcing all bosses to do it?

I guess companies would stop paying for leaves where you've not submitted a doctors note. So if you have a headache and take a day off you won't get paid for that day.

You can get written up for that (and fired if it happens multiple times), and your boss doesn't have to pay you for those missed days
