It isn't legal for your manager to take your tips. Unless it's a "tip pool" then they can take 99%. Is this right?

That is correct, if your manager is not also the employer (except in limited circumstances).

Managers are allowed to keep the tips and gratuities they receive themselves, and generally may participate in tip pooling arrangements if their employers’ policy permits them to do so.

If the employer policy permits. So in many cases, if they (manager) say so.
