It's Moscow and St. Petersburg that Ukrane can hit that would possibly wake the Russian civilians up. Gently slide from military targets to dual civilian/ military, like airports, ports, bridges. Then onto any government buildings. Then power substations, etc. Not that they should do this as it has more of a chance of building nationalism in Russia. Ukraine's current strategy of hitting oil refineries and military manufacturing is clearly the right call, even in the face of Russia's war crimes.
