Realistically, there's likely a diplomatic arrangement that he's given safe passage for negotiations. One might argue, however, that he could be classified as an enemy combatant, and just shot on sight - no arrest needed.

I assume the map is excluding all the countries where he'd just instantly be chopped up on sight instead of arrested and handed over to the ICC.

Seriously though, I assume this is only for countries that would enforce the ICC warrant. He's probably a wanted man in lots of countries. In reality this map is actually way redder than this.
