Why will annas archive not work unless i use vpn? (sh.itjust.works)

Ive noticed a couple other sites do this too. They freeze up loading unless I have my VPN on.

Content blocked You are trying to access a digital service that provides content protected by copyright or related rights without the authorisation of the rights holder, or to unlicensed online gambling.

The President of the Brussels Business Court has blocked the access to this illegal service. Services that infringe copyright or related rights are added to a blacklist. This list, along with additional information, can be consulted on the FPS Economy’s website.

Anyone who maliciously or fraudulently infringes copyright and related rights risks a fine of 500 to 100,000 euros or imprisonment of one to five years. Infringements of the Gambling Act can also lead to criminal prosecution.
