Looks like the swing to ONP from the Liberal party is truly on, the real question I have: is this more than the same rural/city divide? just orange instead of blue/nat?

Could be just that. Take a look at the booth breakdown. Almost every booth inside Albury (the largest city in the electorate) went for the independent. The 2nd largest city, Griffith, is the home to the only other booth that went that way. The rest of the mostly-rural electorate went orange.
