Apple will have to resort to using AI to address this flood of new apps. Google had the same problem with automatically checking videos on YouTube, and those results have been pretty mixed so far. Most likely, history will repeat itself with the app store.
App admission for both google and apple is already heavily automated, getting to a live human being is basically impossible.
If they manage to wire in an llm that adequately explains exactly why the new version was rejected, instead of vaguely pointing at paragraph 2.6.2 (4 pages of tiny text) that'll be an improvement. Tho I'm not holding my breath on the "adequately" part.

Apple: Your app was rejected because it uses a payment processor that is not allowed on the App Store. Is there anything else I can help you with?
Dev: My app doesn't contain any payment functionality at all!

Did YouTube have manual review in the first years? Apple has always had review.
More like no review at all. It was a wild wild west style all the way until things got serious. By the time that happened, YT was so big that manual review process was already out of the question. If you want to review millions of videos every hour, you’re going to need a massive horde of reviewers, and that’s going to cost a fortune.
