Razzle dazzle probably didn't work in WWI and was totally ineffective by the time radar showed up in WWII. This kinda seems like the naval version of a cope cage to me.

That's addressed in the video. This is more likely aimed at disrupting target identification from low quality photo/video like drones or wide angle satellites.
