i don’t really understand. from my understanding kde will keep working on the BSDs despite them not having systemd. so, kali could just keep kde without systemd, couldn’t it?

It could come down to resources and personnel. Before moving to fedora I used KDE with gento/openrc (systemd was an option, I just wasn't familiar with it). I could only do that because someone or a team of people maintained it. Not every distro will necessarily be able to keep up.
Or maybe they just don't like systemd.
