How does one profit of of the mentally disabled? Aren't for profit prisons essentially using slave labour (or nearly) to generate profit? Seems like the mentally disabled wouldn't be the best labour force to employ.

they got money from the government for each person they collected, you can still dig up thousands of bodies up from behind old closed down mental asylums.
