Get a few raised beds with stone walls holding them up, added bonus is that it looks nice

I think that’s the ticket. The county should install anti car raised beds. I know they can find someone who knows how because every US embassy has them.

As long as the put in on the street and don't enroach on pedestrian space for a solution the cars caused.

Speaking of which, the barrier should definitely be put in a place where they protect pedestrians too. Imagine getting hit by a speeding car, only to be hauled into a nearly house and be crushed against it.

Still likely have to replace the wall every time. Better than home repairs but still a huge pain.

Put the stones back in position, pile the earth back in. Sure its some work but its easily done on your own in an afternoon rather than clear structural damage to your house that will cost a shitload more.
