That would be correct if this were a war between two armies using traditional battle lines lmao.
This is more like an occupation force vs a bubbling insurgency that hasn't yet boiled over into a true insurgency. All violence used against the population actually strengthens the "insurgents" unless it's a huge, decisive and crushing use of force to push people inside and off the streets.
