Pretty sure he is differentiating between theory and praxis.
In theory it's the most humanitarian system.
In praxis it always leads to fascism. As an example Stalin, while communist, has a similar track record to Hitler.
Surely we can come with a better, even more "humanitarian" theory if it's that divorced from the praxis anyway.
