Everyone who successfully finishes reeducation will get to drive the tractor at some point. But everyone also starts at the lowest position doing manual labor like digging irrigation ditches, whatever else like that. The tractor is only for those at the end of their journey almost ready to rejoin society
Even better. You get to walk around in a pond or gently float round in a boat.
