Like a decade or so in Australia tabloid journalists sent people to Doctors to see how easy it was to get a sick certificate. There was basically a less than 1% refusal rate even for "bad" excuses.

I believe RACGP (Royal College of General of Practitioners) and AMA (Australian Medical Association) basically said 1. You don't know the real reason, someone might be suicidal and this builds rapport shows help is available etc and 2. Society is hard no one is hurt by a day off.
