If he thinks he can get better returns in other markets why doesn't he move his investment there

That's exactly what he's doing.

From the article: "Carmignac is diversifying asset allocations from the US, notably to Europe"

He can't so he will stay playing the game in our 30 trillion dollar market.

Wrong on both counts.
