I'm considering a shed but that's a lot of space and money. I'm wondering if there are some cheaper alternatives like maybe fitting a bike rack (??) with powdered concrete. Any thoughts?

Just building a square frame and covering it with a tarp that's lashed down somehow would pretty affordable and easy to do.

Could be good! I already plan to grab a tarp for the bikes in the meantime so that'll be resourceful when it comes to building a full frame

If you're concerned about it getting stolen you could always get some chain link panels or wooden pickets to keep someone from easily removing it, if the wood has space around it to breath it should last quite a while even without any paint/sealer but I would recommend pressure treated for anything that's touching the ground, especially if it's sitting on dirt.
