Seats on committees and chairmanships are determined by seniority.

Only because that's the way the Democratic party decides it is. Republicans don't follow the same practice. These are informal rules agreed upon internally, not anything legally binding

And to get seniority you need to stay in office and to stay in office you need money and to get stable money you need corporate money and there's always something they want in return.

Committees need to have more formal rules involved... The way they're currently set up is poor at best
