Name a period in time where people weren't ruled. Either in a tribe or in an empire there is a leader or group of leaders in charge. There has never been a time when that isn't the case. There are still existing tribes in Asia or Amazonas that don't even have words for mine and yours because the concept of owning is so foreign to them. Everything is shared.
