The last two Batman movies kind of hit home at the incompetent billionaire.
The Dark Knight Rises has a billionaire give resources to an agent of chaos to try to get more power at a time when he's got a lot as is.
The Batman has the entire ruling class except Bruce Wayne being completely corrupt. Bruce Wayne, the only non-corrupt elite outside the new mayor, is incompetent.
pretty sure in the comics he already funds a bunch of those programs
its just that gotham is legitimately cursed by a demon
