Does popcorn ever go bad? I just microwaved a bag that says "march 2024"
I would say if it doesn't pop then it's past usability. Honestly, there are use and use/freeze by dates for highly perishable items that should typically be adhered to (especially if derived from animals like milk, meat, and to an extent eggs). Then there are "best by" dates and "best if used by" dates which refer to "freshness" and these are at best estimations of when quality in terms of texture and taste MIGHT begin to diminish but are more often a way for manufacturers to cycle new product to the shelf.
It popped and tasted totally normal, for the record.
