How the fuck is this a valid executive order when it's clearly purse string shit. This is something congress would have to do.
The funny thing is, if just won't work. Ok, he says to do it. Some lackey goes off to do it. But someone has to sign the check. The money has to come from somewhere. That's when the shit hits the fan.
Unless Congress does whatever he says like little lap dogs. Ok, yeah, I convinced myself now that it'll happen.

Congress would have to first stop him. He does so many blatantly illegal things though and nobody ever actually cares, though, so that's unlikely.
