Because they are scams that target uneducated, poor and old people.

Yeah, that's my main issue with it. The perception is that casinos and lottery in general are "taxes on the stupid" when in my experience, those who participate are often more hopeless than anything else.

Good point. The also target depressed apathetic people that have given up or aren't in a healthy mental state to be making choices. They also target other mental illnesses.
