Es wird / wurde im letzten Fall ja gar nicht drüber abgestimmt. Es war abzusehen, dass es keine Mehrheit findet also wurde die Abstimmung gestrichen. Das Gesetz bzw der Gesetzesentwurf wurde also nie offiziell abgelehnt.
