This is probably in keeping with what the US wants as they want to foster a traditionalist, conservative, reactionary culture and religious extremist movement in Xinjiang to attack China with, to destabilize the region and China as a whole and of course to grow into a large separatist movement as part of the goal of balkanizing China.

That's the goal of these sanctions. The designers of these sanctions already knew what the impact was going to be.
