If this was balancing for PVP, I'd get it. But this is balancing against the NPC enemies? Weak. The weakest.

Heavens forbid that someone in Star Wars do hit & run attacks on the empire...

Yes, balancing still exists for PVE games, just with different goals. You want to encourage variety, intentionality, and engagement with multiple interesting systems. Games become dull if there’s a working first-order strategy.

I’d argue that could be true of firing a weapon from a vehicle too - it quite often trivializes certain encounters in GTA. Due to AI quirks, there have been times I’ve seen speedrunners get in a parked car to fight off enemies.
