This sounds more like a clarification on existing policy, although it is telling they've said it so explicitly.
I do wonder at what point will Russia accept they simply can't win this though? Ukraine is getting more and more advanced weapons systems, and ever increasing quantities of supplies and ammunition, while Russia is running out of everything. What's the end game?
Not sure where this is coming from. Russia has mostly reconstituted its forces and got their war economy going and supply lines from Iran and north Korea... China
This cavalier attitude about Russian capabilities is the big reason why the war is draging on tbh
