You can't use a normal dimmer to control a fan. I searched for "fan controller 110v" on AliExpress and found some for <10€, but I don't know which of them are good.

Europeans might know the Swiss company Flyer, which is not the same as this Radio Flyer. There's a law suit about this.

I don't know, but for Germany that seems way too high. Maybe I just don't see all the indoor cats in the cities (where more than 75% of the people live).
