This is pretty thoughtful, and I get where you're coming from.
I do, however, think that the newer shows are frequently aspirational...but the focus has shifted toward doing the right thing in an environment that makes it difficult. There's a lot more emphasis on struggle, in a way that hasn't really been explored outside of DS9, and perhaps certain parts of ENT. That works for me, as I think it's the more salient message for the times we live in: there are always going to be struggles, the greatest dangers often come from within, and doing the right thing can be incredibly hard.

I definitely get this - it's unfortunately something we're going to have to learn to live with, because I don't see longer seasons coming back any time soon (and honestly, they come with their own sets of drawbacks).

And with only one unfortunate exception that I can think of, matter replication is treated as a net energy loss - it isn't free.
His description of finding out about Hugh's impending death in season one is pretty rough:
I didn’t know right away [that Hugh would be coming back]. In the first season, I was not a series regular, I was a recurring character. I also had another gig at the time, 13 Reasons Why. Star Trek shot in Toronto and 13 Reasons Why shot in Northern California. I was shooting both at the same time. They called me on my first day of shooting the second season of 13 Reasons Why. I had just gone through makeup, my phone rings, and I see it’s [showrunner] Aaron Harberts. I was like, “Maybe he’s calling to wish me luck on my first day.” He was not. He was calling to tell me that my character on Discovery was going to be killed.
I lost it. I couldn’t even fake it. I tried really hard to keep it together and be professional, but I literally lost it because the character of Hugh had already meant so much to me, and I got to work with my friend Anthony [Rapp]. I had bonded with this cast. I had to shake it off because it was my first day at work on 13 Reasons Why. They had to put my makeup back on because I had ruined it.

Discovery season three spoilers
There have indeed been some significant setbacks over the centuries.
First there were the temporal wars, the full ramifications of which have not been fully explored, but were likely pretty devastating.
These were followed by the one-two punch of a dilithium supply crisis, followed by "The Burn," which caused most of the existing dilithium supplies to go inert and/or explode. This had the effect of making interstellar travel extremely challenging, and many planets became isolationist in the name of protecting themselves.
These issues have all been resolved, but they had a large impact on the development of...everyone, really.
I think you might be able to draw a parallel with long-running serials like comic books, or even Star Trek itself. They tend to revisit old themes and revolve around a certain status quo.
They tend not to involve multigenerational obedience to an authoritarian regime, though...
S1 drops on Netflix on Christmas Day.

It's not in the article, and I don't think I've ever seen an "official" answer, but...I do think "because we can" is a valid answer. It was valid when they did it with TMP, and it was valid the subsequent times they tweaked the makeup.
In terms of how it served the story being told...I can see the appeal of having more alien-looking, "scarier" Klingons in a season that was ultimately about the dangers of xenophobia.
