That blinking light is the proximity sensor, it basically lets the phone know when it is close to an object.. for example, when you are on a phonecall and you put the phone to your face, it will know that your face is there so it will turn off the screen so it doesn't cause phantom touches from your face.

No, won’t risk it. Even if the phone is IP68, just splashes of water it’s fine. I don’t want a phone that would gonna stop working on me if I’m gonna risk that. So tend to avoid it if I can.
