This might just be a study of how our perception tends to disregard or "dilute" extreme numbers. Imagine someone had an accurate feel for these percentages. They might trend towards a less extreme value, producing a similar result.
Not sure if this is appropriate to this example, but these paper/cardboard wrappings can save on plastic: The inner container can be made thinner and is generally easier to recycle, as there is no need for printability or pretty finishes (not saying that they are being recycled, but they could).
