I restored my phone after backing it up/resetting and tons of my pictures and videos are blacked out and say “Error occurred while loading a higher quality version of this photo” Is there any way to get these files back to normal?

I wiped and restored my phone for it to show me an SOS symbol and no signal. I’ve tried just about everything you can to fix it. How did this happen?

Having the same issue, seems like a bug with iOS 17? Super annoying.
