I've lived in 4 different countries, in multiple cities. I've never experienced a blackout in my entire life. Such a foreign concept to me (I'm very fortunate I guess :))

I can't remember the last time the power was out long enough to think about what to do with my time. It must be like 10+ years ago that it last happened.
To be honest, while I would dread it in the short term, I honestly think the power should go out more often. Society's dependence on screens is insane. But that wouldn't magically cause third spaces to pop into existence, so I dunno, maybe it wouldn't help anything.
