Well, both to be fair. He is an idiot on twitter, but somehow he got a policy advisor position.

He has...impressively unhinged takes, even as far as the war hawks go. Proudly displays Azov flags, and was proud of having a Bandera patch on his jacket. I remember seeing him doing a long-form video where he got all hot and bothered over his fanfic balkanizing of Russia.
