Yeah. Unless the Day Before devs / marketing specifically bad mouthed DayZ and Rust, this really seems like a "kick em while they're down" move.
They are not "down". They have run away with the money, they are scammers who have done this before and they don't deserve any pity.
Steam is offering refunds. Do you honestly think Valve is going to eat that cost while paying out to the devs? If someone bought the game elsewhere, do a chargeback.
There's no reason these devs should see a shiny penny from this game.
Well this other article by IGN has some interesting things about it.
Basicay the devs lied about what the game would be and plagiarized their trailers almost word for word from other games.

The headline reads like Bohemia is shutting down, and not the developer of a game titled "The Day Before" and I was pretty confused at first.
Partially a downside of traditional title-casing.
Have they forgotten the state of DayZ standalone on launch, and how long it remained that way?
But they always intended to make it better and gradually did, because they are an actual gaming company with actual devs. The "devs" of The Day Before never did.
