Dude was a cop, who worked with cops to arrest, ID and execute people. Throughout the series hes routinely handing out capital punishment on even the most benign of offenders. He uses prisoners as experiments and kills them.

That Asuka goes both more right up and straight down, the Megumin goes way up and there is a glaring lack of Samurai Champloo in the lower areas.
