I fully expect this to be overturned by the Supreme Court, with the ruling determining that HVAC was not specifically mentioned in the constitution.

Sadly I don't see the incentive for a for-profit torture trap to spend potential profit on energy bills to avoid torturing people.
If this is enough to become a power grid problem, Texas needs to ask itself, "Why do we have so many people in prison?"

Yeah, this would cost more than the prison itself probably. You're not demoing a residential building, these are reinforced concrete walls. I hate to play the dick card here, but they're felons. They're kinda supposed to have a really shitty experience?
We do have the 8th amendment. Also overheated people tend to be become agitated. That’s a good incentive to keep people more comfortable on its own in prison environment.
When you incarcerate a human being, you take on the responsibility of their livelihood.
I'm not sure why that isn't a given.
Just because they are horrible people doesn't mean we should be.
Doesn't need to be heaven, but should make sure it isn't hell, too.
