Some thoughts...
How long did you wait before powering it off?
Have you tried reseating the eDP cables? I had this issue when I installed my AMD mainboard, but it showed up in the diagnostic lights (11 green, 1 red) so I knew what to look for.
Do you see anything on the display if you shine a bright light on it? If you see stuff when you shine a light then it's most likely a backlight fuse.

- At the longest I waited a couple hours before powering it off. Still nothing
- I did reseat all the cables I saw running down from the display. Since diagnostic passed I would guess they are good
- The bright light didn't work either (although I was hopeful! cool idea)
A couple things I've noticed since are:
- The screen doesn't seem to be off but displaying all black
- Booting the laptop with a Fedora live USB changes the behavior of the Shutdown button. With no boot media it turns off instantly. With Fedora live it has to be held down to turn off. This makes me think the OS has booted successfully...
Based on your edit, definitely seems like a display issue.
