This is a very typical Swiss thing, dare I say: this post is very typical of the Swiss-french... The swiss Germans would not have explained it in strangely written phrases on an over designed paper (trying to be elegant) the Germans would not have explained it at all and just charged you the money. Furthermore, I would expect both the Swiss-french and Swiss-german hotel attendants to be "politely hostile" and dismissive if asked to explain this "small" $30 charge
