I mean, it's a two way street. Minnesota doesn't have to allow anyone to be extradited to Texas until they comply.

You could theoretically kill anyone in Texas, go to Minnesota and be safe, which would be a good thing

    You could also do that thing that Texans legally consider murder and Minnesotans don’t. It’s a long trip, but it’d probably be a lot more palatable for the general population to refuse to extradite people for having abortions than for killing people.
